Prenatal substance use remains a complex issue in Family Court and the child welfare system, shaped by overlapping factors such as substance use disorders (SUD), trauma exposure, mental health conditions, systemic inequities, and limited access to comprehensive care. Families affected by prenatal substance exposure are often involved in the family court system, where decisions can significantly influence maternal health, infant outcomes, and parent-child attachment development when there is a separation.
